Allows applicants for operator's or chauffeur's licenses to provide a mailing address different from their actual residence address, with the mailing address appearing on the license if requested.

Requires non-U.S. citizens to provide documents demonstrating legal presence in the United States, while U.S. citizens must provide photographic identity, birth certificate, or other documents to verify citizenship and identity.

Removes a voter registration notice from driver license applications that previously informed applicants the Secretary of State would automatically update their voter registration based on the residence address provided.

Maintains requirements for commercial driver's license applicants to verify identity, domicile, and U.S. citizenship or lawful permanent residency through various databases and prior driving records from other states.

Takes effect 90 days after enactment into law.
