Amends the definition of "veteran" under the Michigan Veterans' Trust Fund to include individuals who served in active duty during a period of war for at least 180 days and received an honorable discharge.

Expands eligibility to include individuals who separated from the Armed Forces due to service-connected physical or mental disability prior to completing 180 days of service.

Redefines the Vietnam era "period of war" to include February 28, 1961 through May 7, 1975, and service on or after January 31, 1955 in hazardous duty areas for which an Armed Forces Expeditionary Medal or Vietnam Service Medal was received.

Requires veterans to be legal residents of Michigan or have been residents immediately prior to military service, with a provision that those who leave the state for more than 2 years lose eligibility.

Takes effect 90 days after enactment (September 20, 2016) and is conditional upon the enactment of House Bill 5332.
