• Removes the age restriction ("less than 4 years of age") from child restraint requirements, making the rule apply to all children based on weight and height instead.

• Establishes three-tier positioning requirements based on child size: rear-facing seats for children weighing not more than 30 pounds or under 2 years old; forward-facing seats for children 30-50 pounds or 2-5 years old; booster seats for children 50+ pounds and not more than 57 inches tall or ages 5-10.
