Extends state funding of 100% of administrative rates for foster care and treatment foster care services through September 30, 2017, rather than allowing the provision to expire.

Extends state funding of 100% of rate increases for residential foster care services through September 30, 2017.

Maintains a prospective payment system for foster care case management in counties with populations between 575,000 and 650,000, capping county contributions at the average of their net contributions from the previous 5 fiscal years.

Establishes that the state department of social services administers juvenile justice funding for counties, with reimbursement based on 50% of documented child care fund expenditures for non-county juvenile agency counties.

Takes effect October 1, 2016.
