Prohibits licensed concealed pistol carriers from carrying firearms on school property, child care facilities, sports arenas/stadiums, bars/taverns, places of worship, entertainment venues with 2,500+ seat capacity, hospitals, college dormitories/classrooms, and state-owned or leased buildings.

Allows parents/guardians to carry concealed pistols in vehicles while dropping off or picking up students at schools, and permits religious institutions to allow concealed carry if presiding officials permit it.

Exempts retired police/law enforcement officers, armed security personnel, private investigators, corrections officers, state police officers, sheriff's posse members, auxiliary/reserve officers, probation/parole officers, and state judges from these weapon-free zone restrictions.

Prohibits electro-muscular disruption devices on all premises listed in subsection (1).

Establishes penalties: first violation is a state civil infraction with up to $500 fine and 6-month license suspension; second violation is a misdemeanor with up to $1,000 fine and permanent license revocation; third or subsequent violation is a felony punishable by up to 4 years imprisonment and/or up to $5,000 fine.
