Prohibits the commission from banning individuals from bringing signs onto the grounds of the Michigan State Capitol Historic Site or into the State Capitol Building.

Clarifies the commission's authority over the Michigan State Capitol Historic Site, excluding control over internal space allocation decisions made by the Senate and House of Representatives.

Establishes that all decisions regarding space in the State Capitol Building and State Capitol Building Parking Lot shall be made according to the rules or practices of the Senate and House of Representatives.

Maintains the commission's responsibilities to operate and manage the historic site, maintain and restore the State Capitol Building, improve grounds, employ staff, and contract for goods or services.

Designates a manager appointed by the commission as an at-will employee to oversee day-to-day operations of the Michigan State Capitol Historic Site.
