Requires health insurers and HMOs offering pharmaceutical coverage to provide coverage for at least one abuse-deterrent opioid analgesic drug product per opioid ingredient.

Limits cost-sharing for brand-name abuse-deterrent opioids to the lowest cost-sharing level applied to brand-name prescription drugs, and for generic abuse-deterrent opioids to the lowest cost-sharing level applied to generic prescription drugs.

Prohibits insurers and HMOs from increasing patient cost-sharing or issuing prescriber disincentives to comply with this requirement, and prohibits requiring patients to first use non-abuse-deterrent opioids before coverage of abuse-deterrent alternatives.

Allows insurers and HMOs to apply utilization review requirements including prior authorization to abuse-deterrent opioids if the same requirements apply to all opioids with the same drug release type (immediate or extended release).

Takes effect 90 days after enactment.
