Imposes a regulatory fee of 7/8 cent per gallon on refined petroleum products sold or consumed in Michigan, with the first $20 million collected annually deposited into the underground storage tank cleanup fund and remaining funds deposited into the refined petroleum fund.

Establishes eligibility requirements for owners and operators to receive cleanup funding, including that releases must be discovered after December 30, 2014, tanks must be in compliance with registration requirements, and releases must be reported within 24 hours.

Sets deductible amounts of $2,000 per claim for owners/operators with fewer than 8 tanks and $10,000 per claim for those with 8 or more tanks, with deductibles applying retroactively to all claims filed for releases discovered on or after December 30, 2014.

Establishes claims limits of $1,000,000 per release and aggregate claim period limits of $1,000,000 to $2,000,000 depending on tank ownership, and specifies numerous exclusions from coverage including intentional releases, employee injuries, and costs paid by insurance.

Creates procedures for claim approval, work invoice submission, and payment within 45 days of administrator approval, with options for claim denial appeals to the board of directors and further appeal to circuit court.
