Eliminates requirement that insurers provide 2 certificates of insurance (one for Secretary of State) to policyholders; requires only 1 certificate per insured vehicle.

Requires insurers to submit policy information directly to the Secretary of State for private passenger nonfleet automobiles, including insurer name, named insured, address, vehicle identification number, and policy number, in a format approved by the Secretary of State no more frequently than every 14 days.

Directs Secretary of State to provide submitted policy information to the Michigan Automobile Insurance Placement Facility and to the Department of Health and Human Services until December 31, 2018, for compliance with 2006 PA 593.

Establishes that vehicle identification number transmission serves as proof of insurance for registration purposes only and does not evidence actual policy existence; makes submitted policy information confidential and exempt from Freedom of Information Act disclosure.

Penalizes false information submission or use of altered/fraudulent certificates of insurance as a misdemeanor punishable by up to 1 year imprisonment or $1,000 fine; requires annual reporting by Department of Health and Human Services on claims recovered from insurers through December 30, 2018.
