Grants the state fire marshal, commanding officers of fire departments (city, village, township, or county), and firefighters in uniform acting under orders the authority to take all necessary steps and prescribe restrictions to protect persons and property when dangerous conditions are discovered.

Extends this authority to fire officials responding to fire or emergency calls who find dangerous conditions at the scene, allowing them to take protective measures until the condition is abated.

Establishes that fire marshal and fire department commanding officer powers to address dangerous conditions are superior to and supersede the powers of any other state or local officer or entity in that jurisdiction.

Authorizes the state fire marshal, commanding officers, and firefighters to investigate causes and effects related to dangerous conditions.

Takes effect 90 days after enactment, contingent upon House Bill 5610 or a Senate Bill being enacted into law.
