Prohibits transferring or attempting to transfer legal or physical custody of any individual to another person for money or valuable consideration, except as permitted by law.

Prohibits acquiring or attempting to acquire legal or physical custody of any individual through payment to another person, except as permitted by law.

Prohibits arranging, assisting, or aiding permanent child custody transfers, adoptions, or placements outside of court orders and licensed child placing agencies, with exceptions for relative placements and temporary placements under 180 days.

Exempts placements with relatives, child placing agencies, the department, those following interstate compact procedures, and temporary placements based on family needs such as respite care, school activities, or parental incapacity.

Establishes felony penalties of up to 20 years imprisonment and/or fines up to $100,000 for violations, effective 90 days after enactment.
