HB 5630 Summary

• Amends the Firefighters Training Council Act to expand the definition of "firefighter training" to include emergency medical services, hazardous material response, technical rescue, airport rescue and firefighting, fire inspection, fire investigation, and fire safety education in addition to traditional fire suppression.

• Eliminates the separate "firefighters training fund" and redirects funding for firefighter training to come from fireworks safety fees collected under the Michigan Fireworks Safety Act and deposited into the fireworks safety fund.

• Establishes a funding distribution formula based on 70% county population and 30% square miles within each county, with the state fire marshal approving annual training expenditures and county committees distributing funds based on local training needs.

• Allows undesignated county funds not distributed by January 1 to be redistributed through an application process administered by the council and fire marshal, with any remaining funds returned to the fireworks safety fund.

• Caps annual firefighter training expenditures at 75% of fireworks safety fee revenue unless the council and state fire marshal approve exceeding this limit.
