Requires motor vehicles in Michigan to display lighted lamps and illuminating devices at all times that windshield wipers are deployed in a continuous fashion to clear rain, snow, or other moisture.

First violation of the headlight requirement is a civil infraction.

Second or subsequent violation is a misdemeanor punishable by imprisonment for not more than 93 days or a fine of not less than $500, or both.

Prohibits operating vehicles on highways with only parking lights illuminated on the front when lighted lamps are required by law.

Takes effect 90 days after enactment into law.
