Replaces detailed state ballast water discharge standards for oceangoing vessels with a requirement to comply with federal regulations at 33 CFR part 151, subpart C (Coast Guard standards).

Removes the January 1, 2007 effective date for oceangoing vessel permits, making the permit requirement apply immediately to all oceangoing vessels engaging in port operations in Michigan.

Eliminates state-specific requirements for environmentally sound technology and methods to prevent aquatic nuisance species discharge and removes language requiring department cooperation with Great Lakes basin partners on control standards.

Changes the word "assure" to "ensure" in section 3(1) and removes reference to "and regulations" in compliance language regarding applicable federal law.

Maintains existing permit application timelines (30 days for new/increased use applications, 90 days for permit reissuance) and fee structures as specified in section 3120.
