Requires issuing agencies to verify through federal NICS that applicants are not prohibited under federal law from possessing or transporting a firearm before issuing a concealed pistol license.

Requires verification through Immigration and Customs Enforcement databases that non-U.S. citizen applicants are not illegal aliens or nonimmigrant aliens.

Mandates that issuing agencies notify Michigan State Police, local law enforcement, prosecuting attorneys, and U.S. attorneys within 24 hours of denying a license application (unless the notification would compromise an ongoing investigation).

Requires notification of probation or parole officers if the applicant is under probation or parole supervision.

Requires the Michigan Department of State Police to publish an annual report detailing license denial statistics, notifications made, investigations opened and concluded, prosecutions referred, charges filed, and dispositions organized by grounds for denial.
