State financing and management; authorities; port authority act; revise, and allow to create certain authority under certain circumstances. Amends secs. 2, 4, 5, 8, 9, 10, 12, 13, 14, 16, 21, 24, 25 & 26 of 1978 PA 639 (MCL 120.102 et seq.); adds sec. 24a & repeals sec. 30 of 1978 PA 639 (MCL 120.130).
