• Allows a single city or county to create a port authority beginning January 1, 2016, without requiring joint action with another municipality, whereas previously at least one city and one county were required.

• Expands the definition of "port facilities" to include real or personal property necessary to enhance commercial or recreational maritime activities, and broadens "project" to include public infrastructure.

• Adds authority power to enter into public-private partnerships with other owners of property or port facilities within its jurisdiction.

• Prohibits port authorities established on or after January 1, 2016 from condemning private property, while preserving condemnation authority for authorities created before that date.

• Modifies funding provisions so that surplus funds at year-end shall carry forward to the next fiscal year rather than lapsing back to the state and constituent units.
