Establishes the "Uniform Electronic Legal Material Act" as Chapter 1A of the Legislative Council Act, applying to electronic records of Michigan's constitution, public acts, compiled laws, and administrative rules.

Requires official publishers (Legislative Service Bureau for constitution/acts/compiled laws; Office of Regulatory Reinvention for administrative rules) to designate electronic records as official and authenticate them so users can verify the record is unaltered from the published version.

Mandates official publishers preserve and secure official electronic legal materials with backup/disaster recovery measures and ensure continuing usability and reasonable permanent public access.

Creates a legal presumption that authenticated electronic legal material is an accurate copy, with the burden on parties contesting authentication to prove by preponderance of evidence that the record is not authentic.

Requires publishers to consider other jurisdictions' standards, national authentication/preservation standards, user needs, and compatibility with other states' systems when implementing the act.
