Allows retirants hired by the Department of Health and Human Services as psychiatrists to provide mental health services at state psychiatric hospitals to retain their retirement allowance without forfeiture.

Requires the department to determine the retirant possesses specialized expertise necessary for the position and that hiring the retirant is the most cost-effective option for the state.

Applies only to retirants who retired before October 1, 2015 and after a bona fide termination of employment.

Requires the Department of Health and Human Services to report employment of retirants under this provision within 30 days to the state budget office and department of technology, management, and budget, including name, position, hourly wage, and total hours of service.

Requires annual summary reports to legislative appropriations subcommittees and fiscal agencies by March 1 of each year regarding retirant employment under this provision.
