Reduces the 30-day purchase limit for ephedrine or pseudoephedrine from 9 grams to 7.2 grams per person.

Adds a new annual limit of 61.2 grams of ephedrine or pseudoephedrine per calendar year, violating this is a misdemeanor punishable by up to 93 days imprisonment or $500 fine.

Maintains existing limits: 3.6 grams per single calendar day, 12 grams maximum possession, and prohibition on purchase with knowledge it will be used to manufacture methamphetamine.

Exempts licensed manufacturers, pharmacies, prescription holders, retailers with sales tax licenses, and pediatric products intended for children under 12 years old from these purchase and possession restrictions.

Takes effect 90 days after enactment.
