Creates a new misdemeanor offense for inflicting cruel treatment on a companion animal in the presence of a child under Michigan Penal Code Section 141b.

Establishes penalties of a $500 fine and minimum 100 hours of community service for violation of this offense.

Allows a person to be charged and convicted under this section in addition to any other charges arising from the same conduct involving animal mistreatment.

Defines "cruel treatment" as conduct prohibited or substantially similar to conduct prohibited under existing statutes involving dog fighting, animal neglect, killing or torture of animals, and crimes against nature with animals.

Defines "companion animal" as an animal commonly considered to be a pet, including but not limited to canines and felines, and "child" as an individual under 18 years of age; becomes effective 90 days after enactment.
