Automatically rescind all administrative rules promulgated after the bill's effective date 7 years after they are promulgated.

Exempt rules required by federal law and rules promulgated under statutes that specifically opt out of this requirement from automatic rescission.

Allow agencies to request a one-time extension of up to 7 years from the applicable committee before the rescission date, with the committee able to require any necessary information from the agency.

Establish that rule extension procedures do not follow standard administrative rule-making procedures and must be submitted in writing before the rescission date.

Take effect January 1, 2017.
