Amends Michigan Public Health Code to condition immunity from liability for refusing abortion services on health facilities complying with new patient safety requirements in section 20184a.

Prohibits health facilities from refusing reproductive health services when withholding them would result in or prolong an imminent serious risk to a patient's life or health.

Prohibits health facilities from limiting health care professionals' duty to provide medically accurate information, make referrals, or deliver reproductive health services when necessary to prevent serious risk to patient life or health.

Defines "reproductive health services" to include contraception, abortion, ectopic pregnancy treatment, miscarriage management, assisted reproductive technology, infertility treatment, STI screening and treatment, pregnancy and postnatal care, and sterilization.

Allows health care professionals, the Attorney General, patients, and injured individuals to sue for violations, with prevailing plaintiffs eligible for up to 3 times actual damages plus pain and suffering, court costs, and attorney fees, with a minimum of $1,000 per violation.
