Removes the January 1, 2010 effective date requirement and clarifies that the Michigan Public Service Commission must ascertain appropriation amounts attributable to its actual costs in administering the Uniform Video Services Local Franchise Act within 30 days of enactment.

Assesses video service providers doing business in Michigan for the commission's actual costs, with each provider paying a portion based on their subscriber ratio compared to the total state video service subscribers, capped at $1,000,000 annually.

Creates a special account to receive assessment payments from video service providers, to be used solely to finance the commission's costs under the act.

Allows the commission to deduct from current assessments any amount by which prior fiscal year expenditures were less than prior fiscal year assessments, distributed proportionally among providers.

Extends the sunset date of this assessment authority from December 31, 2015 to December 31, 2020.
