Establishes a grievance procedure allowing classified state civil service employees to appeal discipline or dismissal by principal department heads to the Civil Service Commission if they believe the action was not based on just cause.

Requires grievances to be filed in writing within 14 calendar days of the employee learning of the disciplinary action, with hearings conducted by a hearing officer or the full commission at the grievant's election.

Limits remedies by prohibiting attorney fees, witness fees, interest, and damages beyond the appointment expiration date; allows back pay (regular hours and holidays only, excluding overtime and other premiums) subject to deductions for other earnings and benefits received.

Restricts commission review to cases alleging dismissal or discipline without just cause; excludes grievances involving non-renewal of limited-term contracts, lateral job changes, and appointment decisions.

Allows circuit court appeals within 27 calendar days of the commission's decision, with automatic stay of the decision pending appeal unless the department reinstates the employee or restores base pay and medical/dental/vision insurance during the appeal period.
