Amends the Michigan Consumer Protection Act to add new Section 3j establishing requirements for retailers selling household appliances and manufacturers regarding product recall information collection and notification.

Requires retailers selling household appliances to collect consumer name, address, and telephone number at time of sale solely for contacting consumers about U.S. Consumer Product Safety Commission recalls; consumers may refuse to provide this information.

Mandates retailers forward collected consumer information to the appliance manufacturer and prohibits use of the information for any other purpose.

Requires manufacturers to retain consumer information only for recall notification purposes and to notify consumers of any product recalls issued within 3 years of purchase; prohibits any other use of consumer data.

Requires manufacturers to repair recalled defects without charge to the consumer if a recall is issued within 3 years of purchase; defines "household appliance" to include stoves, refrigerators, air conditioners, washing machines, dryers, dishwashers, and similar gas or electric home appliances.
