Department of Natural Resources may issue licenses to authorize possession, dealing, and selling of game for propagation purposes.

Department must deny new license applications if the applicant is not the owner or lessee of the premises designated in the application.

Unless premises are zoned agricultural, the department must notify the city, township, or village where the premises are located of any license application and provide a copy of the application.

Local units of government have 30 days to notify the department if the proposed use violates a local ordinance prohibiting captivity of game animals; if such notification is received, the department shall deny the license application.

Licenses issued under this section are nontransferable and valid from July 1 to June 30 of the third license year; the act takes effect 90 days after enactment.
