Prohibits sale of electronic smoking devices in Michigan unless packaged in child-resistant containers meeting federal poison prevention packaging standards (15 USC 1471-1477 and 16 CFR part 1700).

Establishes penalties of up to $50 for first violation and up to $500 for second or subsequent violations of child-resistant packaging requirement.

Expands definition of "electronic smoking device" to include e-cigarettes, e-pipes, vape pens, e-hookahs, and similar devices containing or delivering nicotine or other substances for human inhalation.

Excludes batteries and battery chargers sold separately from the definition of electronic smoking devices.

Takes effect 90 days after enactment, contingent on passage of House Bill 5687 or Senate Bill number not specified in the document.
