Removes the age-based requirement for child restraints and replaces it with weight and height-based positioning requirements: rear-facing seats for children weighing 30 pounds or less, forward-facing seats for children 30-50 pounds, and booster seats for children 50 pounds or more but not exceeding 57 inches tall.

Extends child restraint requirements to children under 8 years of age instead of under 4 years of age, with specific positioning standards based on the child's weight and age.

Modifies safety belt requirements to apply to children under 8 years of age, requiring children 4-8 years old to be secured in properly adjusted safety belts and seated as specified in the child restraint section.

Exempts children 8 years or older but under 16 years old from safety belt requirements if all safety belts are already in use and the child is seated in a non-front seat, except in pickup trucks without extended cabs where front seat placement is permitted.

Takes effect 180 days after enactment into law.
