Exempts vessels 16 feet or less in length from registration fees and numbering requirements if propelled by hand with oars or paddles, or by a portable electric motor rated at 100 pounds of thrust or less, and not used for rental or commercial purposes.

Adds nonmotorized canoes and kayaks not used for rental or commercial purposes to the list of exempt vessels from registration fees and numbering requirements.

Clarifies that vessels owned by the United States and used in public service (other than recreation) remain exempt, as do lifeboats, rafts, sailboards, surfboards, and swim floats.

Allows owners of exempt vessels to voluntarily request numbering without paying fees.

Takes effect 90 days after enactment.
