Requires mandatory permanent expulsion for students in grade 6 and above who commit physical assault against school employees, volunteers, or contractors at school.

Allows school boards discretion to suspend or expel students in grade 6 and above for verbal assault (as defined by school board policy) or bomb/similar threats directed at school property or events.

Permits reinstatement petitions no earlier than 150 school days after expulsion, with final reinstatement decisions made by a board-appointed committee after reviewing documented circumstances and considering factors including risk of harm, student's prior record, and behavior since expulsion.

Requires school districts to refer permanently expelled students to county social services or mental health agencies within 3 days and report all assaults to law enforcement.

Effective August 1, 2017, contingent on enactment of House Bill No. 5618.
