Department of Management and Budget may dispose of surplus personal property by donating to nonprofit entities, selling to local governments, or conducting public sales

Department may sell surplus personal property at fair market value and exchange it with private contractors providing state services when the equipment is essential to service delivery

Department may recover necessary costs of transfers and sales, including warehousing and reconditioning expenses, from sale proceeds or by assessing handling fees for donated property

Beginning October 1, 2016, surplus snow removal equipment and road construction or maintenance equipment from the state transportation department must be offered for sale at fair market value to local road agencies before any other disposal method

Department must issue directives to implement the requirement for offering surplus transportation equipment to local road agencies first
