Authorizes the department to issue permits to permanently disabled individuals unable to walk (paraplegics, amputees, or those with permanent injuries) to take game from a standing vehicle during open season with a valid hunting license.

Permits individuals who are permanently disabled with use of only one arm to take game with a modified single-arm bow if they cannot hold, aim, and shoot a standard bow.

Establishes procedures for issuing deer damage permits, requiring the department to determine within 5 business days whether deer have caused crop damage and to deny requests within 10 business days with alternative control advice; permits up to 15 authorized shooters per permit.

Requires the department to respond to bear damage permit requests within 4 days and issue written approval or denial within 10 days; limits bear damage shooting to licensed bear hunters and restricts such permits to no more than 5% of bear hunting licenses per management unit (or 1 license in units with fewer than 20 licenses).

Mandates the department report to the legislature by March 30, 2018 on the number of bear damage permits issued, bears taken, and recommendations for permit modifications.
