Adds new subsection (3) requiring drivers in the extreme left-hand lane on roadways with 2 or more lanes to move to another lane when being overtaken by a faster vehicle from the rear.

Provides exceptions to the left-lane requirement for traffic conditions, inclement weather, obstructions, hazards, compliance with traffic laws, necessary exits or left turns, emergency vehicles, and road maintenance vehicles.

Removes language allowing drivers to use left-hand lanes "for a reasonable distance before making a left turn" and restricts this to only when necessary for actual exits or turns.

Clarifies that vehicles may travel in any lane on freeways with 3 or more lanes, while heavy trucks (over 10,000 pounds) and truck-tractor combinations must use the two rightmost lanes except when turning or for safety reasons.

Violations constitute civil infractions; law takes effect 90 days after enactment.
