Clarifies that devices designed to carry objects on the rear of a vehicle (tow balls, bicycle racks, removable hitches) do not constitute "foreign materials" that obscure registration plate information.

Requires registration plates to be securely fastened horizontally at least 12 inches from the ground, clearly visible, and maintained in legible condition free from obscuring materials.

Prohibits attaching name plates, insignias, or advertising devices to registration plates in a manner that obscures or partially obscures registration information.

Prohibits operating a motor vehicle with name plates, insignias, or advertising devices attached to registration plates that obscure registration information.

Allows historic military vehicles originally manufactured without lighting and mounting provisions to carry registration plates inside the vehicle instead of on the exterior, but requires the plate be made available upon demand by police.

Violations are classified as civil infractions and the act takes effect 90 days after enactment.
