• Amends Section 27 of the Michigan Employment Security Act to update terminology, replacing "commission" with "unemployment agency" throughout the section.

• Removes language that had limited maximum unemployment benefits to 26 weeks for individuals filing initial claims on or after January 15, 2012, reverting to a maximum of 26 weeks for all eligible individuals regardless of filing date.

• Modifies dependent status rules for benefit years beginning before October 1, 2000, changing from continuous dependency determination to fixed-at-claim-time determination for eligibility purposes.

• Changes earnings reduction rates for partial work: increases the reduction rate from 40 cents to 50 cents per dollar of earnings beginning October 1, 2015, and modifies the maximum earnings cap from 1-3/5 times to 1-1/2 times the weekly benefit amount effective the same date.

• Takes effect 90 days after enactment into law.
