Adds prohibition on manufacturing, selling, offering for sale, or possessing an unmanned aerial vehicle equipped with a weapon, including firearms, crossbows, bows, rubber band devices, or any other weapons listed in the statute.

Defines "unmanned aerial vehicle" as an aircraft operated without the possibility of direct human intervention from within or on the aircraft.

Establishes penalty of felony punishable by imprisonment for not more than 5 years, a fine of not more than $2,500, or both for violation.

Exempts self-defense spray or foam devices, government contractors manufacturing weapons of war, and persons licensed by the U.S. Treasury Secretary to manufacture or possess prohibited weapons.

Takes effect 90 days after enactment into law.
