Shifts reimbursement timing from annual to semiannual payments, with distributions made every 6 months within 2 months after each 6-month reporting period ends.

Eliminates expired provisions related to fiscal years 2004-2005 that provided additional 14% payments to offset court adaptation costs for statutory minimum juror compensation changes.

Takes effect 90 days after enactment and is contingent on House Bill 4561 of the 98th Legislature being enacted into law.
