Adds section 10r to Michigan's transportation statute requiring the state transportation department to develop an annual reporting process for transportation project scoring and selection under the Michigan value for money transportation prioritization process.

Mandates annual reports include system-level performance analysis for each candidate transportation project and project-level performance analysis of each performance measure and weighting factor used in the scoring process.

Requires regional transit authorities, metropolitan planning organizations, county road commissions, cities, villages, and transit agencies to submit annual reports to the department by October 31 each year covering the preceding fiscal year.

Directs the department to produce a statewide report by November 30 each year and transmit it to the prioritization board, governor, legislature, state transportation commission, and the public.

Requires the department to prepare guidance, training, and workshops within 180 days of developing the reporting process to assist entities in conducting annual reporting; takes effect 90 days after enactment and is contingent on House Bill 5759 or Senate Bill being enacted into law.
