Caps late payment fees for rent at the greater of $50.00 or 10% of the monthly rental amount, unless the lessor demonstrates a higher fee specified in the lease is reasonable.

Requires courts in possession actions to deduct any portion of rent excused by the plaintiff's breach of lease or statutory covenants, and to add permissible late fees when determining the amount due.

Allows late fees to be included in damage awards when a plaintiff brings a civil action for damages following a judgment for possession.

Clarifies that a judgment for possession after forfeiture of an executory contract for property purchase merges and bars claims for money due at trial, and bars claims for payments that would have become due after issuance of a writ of restitution.

Takes effect 90 days after enactment.
