Amends Michigan's sentencing guidelines (MCL 777.16b) to include new felonies related to animal abuse and neglect offenses.

Adds animal fighting-related crimes to the sentencing guidelines, including organizing animal fights (Class F, 4-year maximum), attending animal fights (Class H, 4-year maximum), and breeding or selling fighting animals (Class F, 4-year maximum).

Modifies the animal neglect or cruelty offense threshold from "4 or more animals but fewer than 10" to "4 to 9 animals" as a Class G felony with 2-year maximum sentence.

Includes provisions for intentional false reports of animal abuse, killing or torturing animals, and harm to law enforcement animals in the sentencing guidelines structure.

Takes effect 90 days after enactment, conditional upon simultaneous passage of House Bills 5779 and 5780.
