Amends Michigan's mental health code to revise confidentiality and disclosure requirements for mental health recipient records.

Requires record holders to disclose case record entries made after March 28, 1996 to adult recipients upon request within 30 days, unless the recipient has a guardian or has been adjudicated legally incompetent.

Permits disclosure of confidential information to protection and advocacy system representatives in cases involving recipients unable to consent if there is probable cause of abuse or neglect, or if a legal representative has failed to act despite contact regarding serious and immediate jeopardy to the recipient's health or safety.

Maintains existing confidentiality protections while allowing disclosure for treatment, care coordination, payment, benefits applications, research, and in cases of compelling need based on substantial probability of harm.

Takes effect 90 days after enactment.
