HB 5794 Summary

• Beginning January 1, 2018, all persons seeking commission certification as law enforcement officers must complete training on identifying symptoms of and responding to emergency situations involving individuals with post-traumatic stress disorder (PTSD).

• Law enforcement officers already certified or employed as of January 1, 2018 who have not completed the PTSD training must complete it by January 1, 2019 to maintain certification or continue employment.

• The commission shall promulgate rules establishing minimum standards for the required PTSD training.

• Amends existing provisions regarding law enforcement officer certification, including waiver of training requirements for officers returning to employment within specified timeframes based on prior service length.

• Clarifies that military reserve component officers called to active duty do not have their certification voided during active service, with exceptions for dishonorably discharged officers or those convicted of specified offenses.
