Amends the Michigan Vehicle Code to define "clearly visible" for registration plates as plates free from physical obstructions, clarifying visibility standards for law enforcement purposes.

Requires registration plates to be securely fastened horizontally at least 12 inches from the ground in a clearly visible location and maintained free from foreign materials that obscure registration information.

Prohibits attaching nameplates, insignias, or advertising devices to registration plates in a manner that obscures or partially obscures registration information, and prohibits operating a vehicle with such attachments.

Exempts historic military vehicles from front or rear plate attachment requirements unless originally manufactured with mounting provisions, but requires the plate be carried inside the vehicle and produced upon police request.

Defines "historic military vehicle" as any vehicle originally manufactured for military use in any country and maintained to accurately represent its military design and markings.

Violations are treated as civil infractions, with the act taking effect 90 days after enactment.
