Permits medical marihuana use only by persons with serious or debilitating medical conditions and prohibits use while performing tasks that would constitute negligence or professional malpractice.

Prohibits possession or use of marihuana in school buses, on school grounds, in correctional facilities, on public transportation, and in public places; also prohibits smoking marihuana in any public place.

Prohibits operation of motor vehicles, aircraft, or motorboats while under the influence of marihuana.

Requires marihuana transported in motor vehicles to be in labeled packages containing supplier name and address, patient name, date obtained, and weight or dosage information, except for pharmaceutical-grade marihuana.

Creates a misdemeanor offense punishable by up to 93 days imprisonment or $500 fine for smoking marihuana in a motor vehicle; establishes $500 fine for fraudulent representation to law enforcement about medical marihuana use; takes effect 90 days after enactment.
