Requires fuel pumps at roadside retail locations that include card scanning devices to have security measures restricting unauthorized access to customer payment card information.

Mandates security measures include one or more of the following: pressure-sensitive security tape over the scanning device panel, a device rendering the pump inoperable if opened without authorization, encryption of payment card information, or other department-approved measures.

Authorizes the department to issue notices of noncompliance and prohibit pump use if owners fail to bring pumps into compliance within 5 days of receiving notice.

Defines key terms including "customer payment card" (credit or debit card for fund transfers), "pump" (device measuring and dispensing motor fuel), and "scanning device" (electronic device accessing payment card information).

Takes effect 90 days after enactment into law.
