Transfers child care licensing and regulatory authority from the Department of Community Health to the Department of Licensing and Regulatory Affairs.

Allows child care operators to contract with qualified local authorities or other persons to conduct required health and fire safety inspections, with the operator paying for the inspection after passing.

Requires the Department of Licensing and Regulatory Affairs to establish and maintain a public database of child care centers, family child care homes, and group child care homes accessible on the department's website at no charge.

Database must include facility contact information, hours of operation, license details, violations, adverse actions, and high-risk special investigations conducted by the department.

Takes effect 90 days after enactment into law.
