Eliminates the straight party ticket voting option from partisan elections, requiring voters to select candidates individually rather than voting for all candidates of a single party with one selection.

Requires ballot labels to prominently indicate different ballot parts (partisan, nonpartisan, and questions) and permits separation onto different pages, columns, or displays when practicable.

Mandates clear marking of ballot labels when 2 or more elections are held on the same day to distinguish ballots for each election.

Removes a $5,000,000 appropriation from the general fund to the Department of State for fiscal year 2015-2016 that was designated for purchasing voting equipment to implement the straight party ticket elimination.

Takes effect 90 days after enactment.
