Amends sections 14, 15, 43, and 75 of the William Van Regenmorter Crime Victim's Rights Act (MCL 780.764, 780.765, 780.793, and 780.825).

Modifies section 14 to clarify that victims of "the defendant's course of conduct" may submit written or oral impact statements to probation officers for presentence investigation reports.

Expands section 15 to allow courts to permit additional family members of homicide victims or victims of a defendant's course of conduct resulting in homicide to address the court at sentencing, and establishes rights for victims under 18 years old with appropriate adult representation.

Revises section 43 to apply similar victim impact statement rights and family member provisions in juvenile disposition or sentencing proceedings.

Requires notification of victim disposition within 30 days and takes effect 90 days after enactment, conditional upon passage of five related bills (request numbers 01048'15, 01049'15, 01050'15, 01051'15, 01053'15, and 01054'15).
