Amends the Department of Management and Budget's procurement authority to require competitive bidding for all state purchases unless an exception applies (public health/safety emergencies, delegated agency authority, etc.).

Establishes a procurement preference of up to 10% for qualified disabled veterans and sets a goal for the state to award at least 5% of annual expenditures to disabled veteran-owned businesses, with annual reporting to the legislature.

Beginning October 1, 2017, prohibits state contracts with persons engaged in boycotts of entities based in or doing business with "strategic partners" as defined under federal law (22 USC 8601-8606).

Defines key terms including "boycott" (with exceptions for business/economic reasons, foreign public entities, and legal compliance), "qualified disabled veteran" (51% or more ownership by service-connected disabled veterans), and "person" (covering individuals, businesses, and governmental entities).

Maintains state preference for Michigan-based firms and biobased products when all things are equal in purchasing decisions.
