Allows insurance producers to carry over excess continuing education hours (maximum 12 hours) to the next 2-year review period, except for ethics coursework and duplicate classes.

Establishes approval process for continuing education programs, requiring providers to pay $25 filing fee and $500 first-year authorization fee, with $100 annual renewal fees, subject to director review and council recommendations.

Provides waivers for continuing education requirements for producers unable to comply due to military service or severe hardship, and for those licensed only for travel, baggage, or limited line credit insurance.
